The bill adds a line to the Food, Drug and Cosmetic Act stating that it shall be unlawful for any retailer to sell a tobacco product to any person younger than 21 years of age. It mandates that each state must show that the age limit is being enforcedeven if the state itself has not passed its own Tobacco 21 lawor risk losing part of its federal substance abuse matching grants

its also a reflection of the changing societal attitudes towards smoking and vaping
