On the back of each is a Civil War revenue stamp

Identified as Stephen Briggs his name is also written on the back of the tintype who died of measles during the Civil War. Is he wearing a soldier's uniform jacket? Tintype is in very good condition behind mat and glass. The case is in overall very good antique condition with some chips.
